3800 SII 04 LeSabre - Speed Limiter

Okay so I'm new to the concept of performance tuning, I've built up a pretty good mechanical knowledge over the years. I've done a few rebuilds on the 4t60e and 4t65e transmissions, etc. Although I've never had enough money to purchase the Tech 2 scantool, I have owned the AutoEnginuity Enhanced PC Scantool system for some time. Frankly having used the Tech 2, I really prefer to the features of the laptop based system from AutoEnginuity.

I'd like to know how to strip the speed limiter off of the PCM or at the very least, increase it. As of this moment I believe the LeSabre is limited to 106. I'm running Z rated Bridgestone tires, upgraded sway bars and poly links/bushings. I've installed KYB struts in the front and monroe max air shocks in the rear. The transmission has been rebuilt with blue plate clutches, hardened 4th clutch hub, too much to mention. Basically I'd like to get it out to some sort of legal venue and have a chance to open her up. Unfortunately I'm stuck with the 106 top speed which seems to be a bit conservative based on my experience.

Would HP Tuner's package give me the ability to tweak the speed limiter on the PCM. I'm really curious in general to know what sort of laptop / PC based software package you guys would recomend for tweaking things like the speed limiter and spedo calibration (if I want to upgrade wheel size).
