2000 GMC 454 flooding

My brother has a 2000 GMC Sierra, crew cab, 4X4, with a 454. It started flooding on start up a couple years ago, it seems when the engine is off the injectors are leaking fuel into the cylinders. We changed a diaphram on the fuel rail (I forgot what it was called), but that was no help. Then we changed all the injectors and that fixed the problem for about two months, but it came back.

We've asked around and around for answers but can't find any. Could anyone shed some light on this for me. Thanks.
