IPC question

Okay so I have been doing some reading and searching and as some of you may have read I am having problems starting my car. I am pretty sure it has to do with something going wrong with my stock theft system. However, I read that the IPC (instrument panel cluster thing) has a chip and that is where all of the theft protection stuff is. So if I am having problems I would have to replace my IPC. Does this sound right? Has anyone had this problem or know anything about it? If so can I take any IPC out of a 96-98 Grand Am and use it or does it have to be specially programmed for my car?

it is a program for the car. IPC is not just for protection but also for airbags and stuff. Better check for other errors on the car for sure.
