Question Water in the oil?

What's up playa's check this out my friend just bought a 1994 GA SE 3100. He only gave $250 for it, but it does not run. It will turn over and act like it wants to start but it won't. Here is my question what would cause water to be in the oil? I was thinking maybe a blown head gasket or even the lower intake gaskets maybe leaking. We hoping it's not a cracked head. What do ya'll think?

Yeah, and if it isn't turning over the car might have permanent engine damage. I drove mine with water in it (I didn't know) and the oil pressure was really high and the car was idling at around 1200 rpms. But, I never had any problem turning it over...
